Indeed, that's why DISCORD is a piece of shit reserved for heroes, while Necrosis is the shit to bring on a SS bar.

Your first point isn't relevant. 3 Necros can spam Discord, but then again they can spam Necrosis just as frequently. Unless their heroes, but then your point is really not relevant.

For Discord to deal more damage, you need to spec into a line that offers no utility outside of MM roles. If you're a human MM, go into Nightfall and get OoU instead. Or possibly AotL.

Necrosis has a much easier condition - hex or condition. Take Enfeebling Blood or Reckless Haste yourself.
Discord requires hex and condition.

Oh, and to use Discord means you have to burn your elite slot. Taking Necrosis means just burning one of your three PvE slots.

Just because Discord is worse than Necrosis, that doesn't mean Necrosis is worth taking.

(My normal use is to say that you "wasted a slot on X" and I use that even when the skill is the single best possible option for that slot. It didn't even hit that you might actually mean it that way.)

Yes, you just have to travel to the Southern Shiverpeaks to get it. If you own Prophecies, that won't be a problem.

Been a long time....Well I see that you need my help since no one has said that you can, actually, cap it from EoTN. It may be a bit challenging, but it's sure is a lot of fun.

Now, before anyone says that it's impossible or anything like that...I've done it myself. Twice. It's basically a two steps process.

So first, what you need to do is to go to that mission where you blow up some charr towers. At the end of the mission (I suggest going right in there if you can stand the pressure) kill the entire mob but the bosses. Proceed by killing the non-necro boss (I believe that he's a war boss).

Now that you've got him alone (hopefully unharmed as much as possible, just to make it a little easier to realize your dps rate), we continue with the actual capping. Ctrl+Space his ass and stand there, idle. Just wait there with him targeted and your finger above the capping skill slot. The key here is to press the caping sig BEFORE he is dead. How long before is dependent on your killing abilities (and perhaps your lag). Too late and the mission is over and you have to do it again (it takes 5 mins, but it's a bit discouraging). Too early and you probably won't have time to press it again (And selecting SS And pressing OK) before he dies and you're kicked out the mission. (There's these couple of seconds or so where the game is searching for a viable source for the cap sig, making it unavailable for that period of time).

Tip:
You can shave a great deal of time from the selecting window by getting all the normal skills this boss have. That way SS is selected automatically.
